Charles, Calvert and St. Mary's County Business Licenses: One Guide for Southern Maryland
Charles, Calvert and St. Mary's County Business Licenses: One Guide for Southern Maryland
If you are opening a business in Charles, Calvert or St. Mary's County, you will deal with three county systems that look alike on paper and differ in practice. This guide puts them side by side: the license most businesses need, who issues it, the fees we can verify, and the places where the counties diverge enough to change your plan.
The short answer: most businesses that sell goods in any of the three counties need a trader's license from the Clerk of the Circuit Court in that county. Before the Clerk will issue it, you need a free Sales and Use Tax License from the Comptroller of Maryland. Calvert adds a planning approval step and does not accept online applications. The counties also differ on local income tax and admissions tax, which are covered below.
The state steps that apply in all three counties
Maryland has no single general state business license. The license most businesses need is the county trader's license. The license year runs May 1 through April 30. Growers and manufacturers are exempt from the trader's license, so if you make what you sell, check whether that exemption covers you before you apply.
Three state steps come before any county license:
- Form your entity with SDAT. The State Department of Assessments and Taxation (SDAT), Charter Division, handles formation. An LLC files Articles of Organization for $100. A corporation files Articles of Incorporation for $120. Start at dat.maryland.gov.
- Get a free Sales and Use Tax License. Apply through the Comptroller of Maryland's Combined Registration Application at Maryland Business Express. The Clerk cannot issue a trader's license until you hold this license. Maryland's state sales tax rate is 6%.
- Keep your SDAT filings current. The Clerk cannot issue a trader's license if you have missing SDAT filings or owe personal property tax.
If you operate under a name other than your legal entity name, you also need a trade name registration. It is filed with SDAT, not the county. The standard fee is $25, or $75 total with the $50 expedited fee.
Charles County
Charles County's trader's license comes from the Clerk of the Circuit Court, and the county carries a $2 issuing fee. The county's tiered fee chart is still posted, so the amount you owe depends on the tier your business falls into. We have not verified the tier amounts in this guide. Read the chart on the Clerk's page, then confirm your category with the Clerk before you budget.
Charles County's local income tax rate is 3.03%. Maryland treats an ordinary LLC as a pass-through entity, so the income flows to members' personal returns, where the county rate applies. The entity itself pays no separate state franchise tax.
Charles County's admissions tax is 10%. If your business sells admission to events, attractions or similar activities, ask the county whether the tax applies to you before you set prices.
People searching for Charles County permits often mean the trader's license, but the two are separate. A trader's license is a business license. Land use, building, sign and occupancy approvals come from county planning and permit offices, which this guide does not cover. Confirm those requirements with Charles County government before you sign a lease or buy a building.
Calvert County
Calvert County has the most restrictive process of the three. Calvert requires approval from the Director of Planning and Zoning for every new trader's license and for any change of location. If you plan to move a business to a new address or open at a new site, build that approval into your timeline before you sign anything.
The county states that you cannot obtain a Calvert trader's license online. Plan for the Clerk of the Circuit Court's in-person or paper process, and confirm the current steps with the Clerk before you visit.
Calvert's local income tax rate is not in our verified set. It falls within the 2.25% to 3.30% county range that applies in Maryland for 2026, but confirm the exact rate with the Comptroller of Maryland at marylandcomptroller.gov before you calculate owner taxes.
Calvert's admissions tax is 1%, the lowest of the three counties. The same admissions tax question applies: if you charge admission, confirm with the county whether it applies to your business.
Anyone searching for a Calvert County business license or Calvert County trader's license should expect the planning approval step. The Clerk issues the license, but the planning review can add time, so the license is not a same-week task.
St. Mary's County
St. Mary's County sits on the Patuxent River defense economy, anchored by Naval Air Station Patuxent River and the contractors that support it. If your business sells to defense contractors, government offices or the research and testing businesses around the base, expect more paperwork from clients, not less. Your county license is the first step, but clients will ask for your state registrations and tax status.
The county's local income tax rate is 3.20%. Owners of pass-through businesses pay that rate on their share of income through their personal returns.
St. Mary's admissions tax is 2%. Confirm with the county whether it applies to your business activity.
We have not verified the St. Mary's trader's license fee or whether the county accepts online applications. Confirm both with the Clerk of the Circuit Court before you apply.

Steps to get licensed in any of the three counties
- Confirm your entity and name. Form the LLC or corporation with SDAT, and register a trade name if you use one.
- Get your Sales and Use Tax License from the Comptroller through Maryland Business Express.
- Check your county's requirements. In Calvert, start the planning approval before you commit to a location. In Charles and St. Mary's, confirm the current process with the Clerk.
- Apply with the Clerk of the Circuit Court in the county where the business operates. Bring your SDAT documents and Comptroller registration.
- Calendar the renewal. The license year runs May 1 through April 30, so plan for the renewal cycle from the start.
Costs and deadlines to budget
- LLC formation: $100 filing fee with SDAT. Expedited review costs an extra $50 and takes 7 to 14 business days.
- Corporation formation: $120 filing fee with SDAT.
- Annual report: $300 for both LLCs and corporations, due April 15 each year. The filing is the Annual Report and Business Personal Property Return (Form 1). Extension requests go to pprextensions.dat.maryland.gov.
- Name reservation: $25, held for 30 days.
- Resident agent change: $25 per entity to change the resident agent or the agent's address.
- Trader's license: confirm the amount with each county Clerk. Charles County's $2 issuing fee is the only county issuing fee we have verified.
Missing the April 15 annual report can do more damage than the license fee itself, because SDAT filing problems can block your trader's license and renewals.
Common mistakes in Southern Maryland
- Signing a lease before the planning check. In Calvert, a change of location needs the Director of Planning and Zoning's approval. Get that answer first.
- Assuming the Calvert license is online. The county says it is not, so schedule time for the in-person or paper process.
- Skipping the Comptroller registration. The Clerk will not issue a trader's license without the free Sales and Use Tax License.
- Ignoring the personal property return. Unpaid personal property tax blocks the Clerk. Keep the Form 1 filing current.
- Treating admissions tax as universal. The rate differs sharply by county, from 1% in Calvert to 10% in Charles, and the tax applies only to certain businesses. Ask the county before pricing tickets or entry fees.
Where to confirm each figure
For formation and annual reports, use SDAT at dat.maryland.gov and the business search at Maryland Business Express entity search. For taxes, use the Comptroller at marylandcomptroller.gov and the registration page at businessexpress.maryland.gov. For trader's licenses, contact the Clerk of the Circuit Court in your county. Ask the Clerk for the current fee schedule, the online status of the application, and any required county approvals.
For small business support, the Maryland Small Business Development Center Network at marylandsbdc.org can help you think through the steps before you file.
Important notice
This guide is informational only. It is not legal, tax or licensing advice, and county rules and fees change. The figures above are the ones we could verify, and where we could not, we told you to confirm them with the named agency. If your business has complex ownership, multiple locations, real estate or tax questions, talk with a qualified Maryland attorney and a CPA before you file.
